relativization / downplaying
The placing of a statement, problem, or value in relation to something else, thereby weakening its absolute validity or significance. It is the process of reducing something in its importance or force.

A 'Relativierung' means that you place a statement in a broader context and thereby weaken it. So it is less a fixed condition and more a way of reducing the meaning or force of a statement. If you want to state a clear condition, 'Einschränkung' fits. If you weaken something through comparison or context, 'Relativierung' fits.
