Pay attention to the case: movement into this stage of life is expressed with 'in den Ruhestand gehen' (to retire; accusative). The state is described with 'im Ruhestand sein' (to be retired / in retirement; dative).

'das Alter' and 'der Ruhestand' are both often connected with later years of life. 'das Alter' can simply say how many years old someone is, or it can mean the stage of life as an old person. 'der Ruhestand' more specifically means the time after the end of one's working life. You can be old without being retired, and some people retire before they are very old. The words are easy to confuse because retirement usually begins because of age.
