'schwer' and 'tough' can both express that something is difficult or demanding. 'schwer' is the normal German word and fits in almost all situations, including at school, at work, or in exams. 'tough' is colloquial and sounds more modern or casual. In addition, 'tough' can describe a person who is strong and resilient; 'schwer' does not fit for that. Learners may confuse the words because 'tough' is often meant like 'schwer'. In neutral texts, 'schwer' is usually more natural.
