'der Besitzer' and 'der Vermieter' can both refer to a person who owns an apartment or a house. 'Besitzer' is more general: a person can be the owner of a car, a dog, or an apartment. 'Vermieter' is more specific: this person or company lets someone use a property in exchange for rent. Learners may confuse the words because a landlord is often also the owner. But not every owner is a landlord. When the rental relationship is involved, 'Vermieter' is more precise.
