The word is composed of 'Wetter' (weather) and 'Dienst' (service). It therefore refers to a service that deals with the weather.

You can often recognize the two meanings from the sentence structure. When 'der Wetterdienst' (the weather service) appears as an acting subject, for example 'warnt' (warns), the institution is meant. When the weather report is meant, the word often appears at the beginning of the sentence with the preposition 'laut' (according to). The conjugated verb follows directly after it.

'der Wetterbericht' and 'der Wetterdienst' are closely related, but they do not always mean the same thing. 'der Wetterbericht' is the specific information about the weather, for example in an app, on the radio, or on television. 'der Wetterdienst' is usually the agency or organization that collects weather data and uses it to make forecasts or warnings. Sometimes 'Wetterdienst' also refers to the information from that agency, which is why confusion can occur. If you mean the text or report itself, 'Wetterbericht' fits. If you mean the source or institution, 'Wetterdienst' is more precise.
