'nutzen' and 'zurückgreifen auf' both have to do with using something. 'nutzen' is general and simply says that something is used for a purpose. 'zurückgreifen auf' means more specifically that you use something that is already available, known, or has been used before. This often happens because you do not have a better or new option. So you use a tool; you 'auf ein altes Werkzeug zurückgreifen' (fall back on an old tool) when it is already there and helps.
Vor dem Wochenende greifen wir auf die alten Unterlagen zurück, weil die neuen noch fehlen.
Before the weekend, we fall back on the old documents because the new ones are still missing.
