'melden' and 'anmelden' can both mean that you communicate something to a person or office. The difference lies in the goal. 'sich melden' is often used when you get in touch or pass on information. 'sich anmelden' is used when you sign up, register, or want to gain access, for example to a course or on a website. With public authorities, the words can easily be confused: you can 'etwas melden', meaning report information, but you 'meldet sich' or 'meldet etwas an' when it is officially registered.
