'Zuwanderung' means a longer process: people move to a country in order to live there for a longer period or permanently. The words can be confused because every case of 'Zuwanderung' normally begins with 'Einreise'. But not every 'Einreise' is 'Zuwanderung', for example in the case of a vacation or a short business trip.
