'der Ausschuss' often belongs to a larger organization, for example a parliament, association, or school, and prepares topics there. 'die Kommission' often sounds a bit more official and is frequently set up for a special task, review, or investigation. In many situations the words are similar, but 'Ausschuss' fits especially well with fixed structures, while 'Kommission' fits a clear assignment.
