'aufstellen' and 'nominieren' can both mean that someone is proposed as a candidate. 'aufstellen' is used especially for elections or political lists: a party nominates a person as a candidate. 'nominieren' sounds a bit more official and fits not only elections, but also prizes and awards. So when it is about an election, both words can fit. For a prize, 'nominieren' is more natural.
