'reden über' and 'thematisieren' are related because in both cases a topic is brought up. 'reden über' is the normal, everyday expression for a conversation. 'thematisieren' means something more deliberate: you consciously make something a topic, often in a meeting, a text, or a discussion. It sounds more factual and somewhat more formal. If you are simply talking with friends, 'reden über' is more natural. If someone officially or deliberately brings up a problem, 'thematisieren' fits better.
