'reden' and 'diskutieren' can both mean that people talk about a topic. However, 'reden' is much more general and can refer to a simple conversation. 'diskutieren' is used when different opinions or arguments are exchanged. It sounds more goal-oriented and often a bit more serious. So you can talk about a vacation without really having a discussion. 'diskutieren' fits especially well when it is about a problem, a decision, or differing views.
