You can tell whether the physical or figurative meaning is meant from the object. If it refers to buildings or body height, it is literal. If it refers to abilities or qualities, it is figurative.

to dominate
'dominieren' and 'überragen' can both express that something or someone stands out much more strongly than others. 'dominieren' emphasizes influence, power, or a strong effect on the overall impression. A topic can dominate a discussion, or a tower can dominate the cityscape. 'überragen' emphasizes more of an upward gap: something is higher than its surroundings, or someone is clearly better than others in achievement or ability. Learners may confuse the words because both have to do with superiority. When it is about control, influence, or a defining effect, 'dominieren' is more natural. When it is about height or outstanding achievement, 'überragen' fits better.
