'unsicher' and 'unschlüssig' can both describe that someone does not clearly know what they should do. 'unschlüssig' fits especially when it is about a decision: you are wavering between options. 'unsicher' is broader. It can mean that someone has doubts, shows little self-confidence, or seems nervous. If you only want to say that someone has not decided yet, 'unschlüssig' is more precise. If it is also about fear, doubt, or a lack of certainty, 'unsicher' sounds more natural.
