'bleiben' and 'fliehen' are clear opposites here. 'bleiben' means that someone stays in a place and does not leave. 'fliehen' means that someone leaves quickly because there is danger, fear, or pressure. So 'bleiben' fits when someone stays where they are. 'fliehen' fits when someone wants to save themselves or escape a threat.
Bei dem Feuer mussten die Bewohner schnell aus dem Haus fliehen.
