'Konzeption' sounds more formal and usually refers to a developed design with structure, a goal, and a plan. Learners may confuse the words because both are used with projects. As a simple guide: at the beginning you often have an 'Idee'; when this idea is planned and organized in detail, you are more likely to speak of a 'Konzeption'.
