'entwickeln' and 'konzipieren' can both be used for new projects, plans, or ideas. 'konzipieren' means to create a concept or a carefully thought-out plan. It sounds somewhat more formal and fits well with projects, courses, exhibitions, or strategies. 'entwickeln' is more general and often describes the whole path from the idea to the finished solution. If the main focus is the basic idea and structure, 'konzipieren' is more precise. If testing, changing, and completing something are also important, 'entwickeln' fits better.
