'entwickeln' and 'entwerfen' can both fit with a new plan, product, or concept. 'entwerfen' is used more for the first form or the first plan: you make a sketch, a concept, or a basic idea. 'entwickeln' usually means the whole process in which an idea becomes something finished. The words can be confusing because a design or draft is often part of the development process. 'entwerfen' is more natural when the focus is on the design at the beginning, and 'entwickeln' when the focus is on working something out, testing it, and improving it.
