To hand over a person who is suspected or convicted of a crime to the justice system of another state or another competent authority.

to expose oneself/someone
To expose oneself or another person defenselessly to a situation or another person, so that one is dependent on their mercy or arbitrariness. Often used in the passive (ausgeliefert sein).

Separable verb
'Ausliefern' (to deliver/extradite/expose) is a separable verb. The prefix 'aus-' goes to the end in a main clause. In subordinate clauses and in the infinitive, the verb stays together.
EXAMPLE
Der Lieferservice liefert das Essen in 30 Minuten aus.
The delivery service delivers the food in 30 minutes.
Context clue
You can recognize the meaning from the object: If it is about goods or packages, 'zustellen' (to deliver) is meant (m01). If it is about a person (criminal offender), 'übergeben' (to hand over) is meant (m02). If the construction is passive or reflexive, it is often about helplessness (m03).

Sentence structure with 'an'
When a person is handed over to another country or an authority, you use the preposition 'an' with the accusative.

Passive construction
The most common form of this meaning is the passive construction 'jemandem/etwas ausgeliefert sein' (to be at the mercy of someone/something). The person is the subject, and the power or situation one is exposed to is in the dative.

Liefern and ausliefern can both mean that an order is brought to the customer. Ausliefern places more emphasis on delivery from a warehouse or distribution process to the recipient, while liefern is more general for bringing goods somewhere.
